Project Overview

UNFPA Afghanistan’s office and guesthouse facilities, located in the UNOCA Compound in Kabul, are undergoing redevelopment to address inadequacies caused by increased program size and staff numbers. This project includes constructing a new two-story office annex with a basement, refurbishing the existing single-story office, and building two new two-story accommodation blocks with basements, along with renovations to the current two-story guesthouse.

Job-Specific Information

The Electrical Engineer will support the UNFPA project team under the supervision of the Project Manager. This role involves overseeing the design, calculations, and construction of electrical systems for the new and refurbished office and accommodation buildings. The engineer will ensure compliance with local and international standards, manage quality control, and enforce safety and environmental regulations. The position is based in Kabul, with frequent travel to project sites.

Job Responsibilities

Key Responsibilities:

Electrical Design and Inspection:

  • Review and provide input on electrical designs by external consultants/contractors.
  • Inspect and assess current electrical systems and design upgrades to meet local and international standards.

Quality Assurance:

  • Prepare quality control documentation for new and refurbished buildings.
  • Ensure all electrical work aligns with industry standards, best practices, and energy efficiency principles.

Project Oversight and Reporting:

  • Oversee on-site contractor work to ensure compliance with specifications.
  • Prepare periodic progress reports and support the creation of bidding documents.
  • Identify project challenges and contribute to solutions for continuous improvement.

Knowledge Sharing:

  • Engage with engineering communities to exchange lessons learned and best practices.
  • Provide feedback on policies to enhance UNOPS guidelines.

Job Requirements

Education:

  • Bachelor’s degree in Electrical Engineering or a related field with two years of relevant experience (Master’s degree preferred).
  • Professional certification in Electrical Engineering is advantageous.

Experience:

  • At least two years of experience in designing and constructing electrical systems for buildings.
  • Proficiency in MS Office, AutoCAD, and 3D design software.
  • Familiarity with UNOPS/UN protocols is preferred.

Languages:

  • Proficiency in English and Dari/Pashto (both written and oral) is required.
