Job Summary
The Country Office MEAL Officer is responsible to provide technical support to the establishment of data collection processes, and analysis systems and development of data workflows to facilitate coherent storage and reporting to internal audiences.
Under the overall guidance and supervision of the MEAL HOD and very specifically with MEAL Manager, MEAL officer will be contributing to M&E design of the project and will further be responsible for and implementing the M&E activities of the Project in Kabul office. The MEAL Officer works in close collaboration with project team to ensure good data management and accuracy of the data to ensure the ACF accountability matrix is considered in all level of sharing information and values.
The role will work closely with the technical and project teams at Kabul and base level to provide support to all projects. . The role includes providing direct, hands-on support for program MEAL activities; providing MEAL capacity building for staff and partners; and engaging in MEAL learning processes.
Objective 1
Support the operationalization of MEAL systems for ACF programs to ensure compliance with donors and ACF MEAL standards.
Tasks & responsibilities
Ensure appropriate utilization of the already setup MEAL systems to guide project start-up, implementation, adjustment, accountability and learning in compliance with ACF’s MEAL Guidelines and Minimum Requirements for MEAL
Support the preparation of comprehensive MEAL plans for each project to capture quantitative and qualitative data for project performance tracking and reporting, as per ACF and donors requirements and standards
Support the design and develop tools and systems to carry out the program monitoring and evaluation plans, as well as a comprehensive and user-friendly program-wide database for each program/Grant
Support MEAL field teams in development of ToRs and data collection tools for surveys, needs assessments, mid-term and project reviews/evaluations, including sampling and assessment methodologies
Contribute to the creation of the MEAL plan in close collaboration with the MEAL Manager
Create and maintain data filing system for the project both soft and hard forms.
Prepare and maintain database effectively and to have timely follow ups with relevant sections and partners.
Contribute to the dissemination of AAH complaints and feedback mechanism’s hotline numbers and explain the mechanism to beneficiaries, communities.
Conduct regular and follow up visits to project sites and field
Objective 2
Data Management:
Tasks & responsibilities
Ensure availabilty and validation of the program data and to ensure the inclusion of MEAL activities in program implementation, in collaboration with the senior management team.
Participate in the development of an information management strategy & tools for the mission
Validate the data collection and analysis of MEAL data of different projects as needed on identification and development of dedicated Data Management Plans (DMP) for all ongoing, and new grants
Ensure the operationalization of the use of mobile data collection systems and other technologies to strengthen monitoring and reporting of activities
To ensure close coordination and communication with Grants and other Technical departments
Creating visualizations to support organizational decision making
Meet security and confidentiality needs for files concerning project activities up to date
Inform the MEAL Manager of any challenge in a timely manner.
Objective 3
Planning and implementation of MEAL activities

Develop and implement appropriate data collection methodologies and tools, analysis plans, reporting outlines, and data/information dissemination/ utilization plans
Participate in all assessments/surveys (beneficiaries selections, PDMs, baseline, end line…. etc)
In collaboration with the MEAL HOD, MEAL Manager and field teams, lead in the preparation of comprehensive MEAL plans for each project to capture quantitative and qualitative data for project performance tracking and reporting, as per ACF and donors requirements and standards
Assist programs teams in follow up the project indicators
Objective 4
Reporting
Tasks & responsibilities
Participate in all assessments/surveys (beneficiaries selections, PDMs, baseline, end line…. etc)
Support development and revision of internal and external reports, ensuring compliance with donor requirements and that reports reflect an actual representation of field implementation activities and results based on MEAL findings
Support MEAL field teams in development of data collection tools for surveys, needs assessments, mid-term and project reviews/evaluations, including sampling and assessment methodologies
Provide trainings to program teams on program activity monitoring and reporting mechanisms;
Conduct regular field visits of activities and feed information to the HODs/PM & MEAL supervisor
Assist programs teams in follow up the project indicators
Support MEAL HoD in reporting on a monthly basis, compiling and producing data in different formats as required
Creating visualizations to support organizational decision making
The employee should be flexible and adaptable with regards to the implementation of the daily work/activities and requirement from MEAL HOD and MEAL Manager
Develop and implement appropriate data collection methodologies and tools, analysis plans, reporting outlines, and data/information dissemination/ utilization plans
Assist program manager in the preparation of reports on the findings and lessons learned from project interventions;

POSITION REQUIREMENTS
QUALIFICATIONS
University Degree preferably in Business Administration, Economics, Computer Science or related social science field.
Advance Computer & Data Management skills and experience especially in software data generating, data analysis and report writing.
Fluency in English (both written and spoken skills) Good language efficiency in written and spoken in Dari and Pashto languages
SKILLS & EXPERIENCE
ESSENTIAL
Minimum of 3 years of previous experience working with NGOs/INGOs covering multi-sectorial programming
Experience in data base management and/or information system
Experience with mobile data collection methodologies, software and devices
Proven ability to translate analysis and evaluation into operational planning and strategy
Knowledge and experience in qualitative and quantitative data management techniques including proficient and skillful use of SPSS, STATA, EXCEL, Epi-info software’s
Experience on project monitoring and evaluation with special emphasis on activity monitoring, data management including data collection, analysis and storage
Ability to work in a multi-cultural, multi-ethnic environment with respect for diversity
Ability to work independently and under pressure in a rapidly changing professional environment
Diplomacy and good interpersonal skills, with the ability to remain calm under pressure and not lose sight of strategic priorities
Ability and willingness to travel regularly to remote field sites
Experience in insecure context
PREFERRED
Familiarity with major institutional donors reporting and regulations
Experience with at least one of the core sectors of intervention of Action Against Hunger (Health, nutrition, WASH, food security and livelihoods & MHPSS)
Knowledge of English and local languages
